If anyone is familiar with the app "paint" for the Windows OS, you can help me. You know how you can paste a picture on "paint" and then draw on it and edit it and stuff... is there an app like this on mac?

No absolutely not, sorry, if you want to paint on top of a picture you need to be running Windows...
Just kidding.
Of course there are HUNDREDS of programs like that, in fact, for years (during the mid 80s) if you wanted to use a program like that they were ONLY available for macs.
It allows you to take screen snaps and draw on them, etc. Or you can draw from scratch, of course. If you have a drawing tablet, it offers pressure sensitive drawing and it is rather inexpensive.
It is really useful.
The same guy has VoodooPad, which is a nice wiki app that I use as a Super Dock on Steroids.
