It's perhaps just an aiff that uses A-Law compression. Try adding .aiff to the end and open it in Quicktime. If that doesn't work, try using Videolan Client.
You won't be able to copy and paste the code because the browser won't reproduce it but if you could take a picture of the first page or so and upload the screenshot.

If you can't post a link, can you post the contents of the file header? You'd do this by opening the file in a hex editor like this one:
