2. Hit Cmd-Tab and select Excel.
3. Release Cmd-Tab.
Done. Now Mail is in the same space as Excel. -

NB: While Spaces may not have any visual changes in Mojave, it did fix an annoying bug for me. In previous versions, using Spotlight or Launchbar to navigate to a folder and select it would bring up the proper Finder window, but only after doing the same thing two times in a row. Now, it works on the first invocation, as it should.
