He can list these few well-known rappers because he has rights to a handful of single tracks by B and C list rappers who the A list ones guested a verse on. In addition, he doesn't have the rights to the lyric writing or vocal performance of these tracks, just the beat production.
Most of the music in the PMR catalog that seems to have actually been recorded is Jake Noch's own music, made on his phone from commonly available Garageband loops.
