Editorial: The 2020 iPad Pro may not be what Apple originally intended
The real news here is the introduction of the magic keyboard next month, and I don't think Apple wanted to release it without a "new" version of the iPad Pro to go with it - however similar to the 2018 one. That's the only reason I can think of for this almost nonexistent "upgrade".
