I have at&t and the update worked fine for me on my 5s. I did have a carrier update for at&t go to 17.1. maybe that's the issue?

I just updated and my iPhone 5S works fine. I had a carrier update earlier for AT&T to 17.1 when i got iOS 8. Maybe people didn't get that?
