There is more to this I think. I think this is more to do with them being able to update the apps independently from iOS updates.

Wow.... The US gets Apple Pay in 2014 and KFC get it in 2016. We get Apple Pay (UK) in 2015 and KFC is active the day it happens, gotta love contactless!!

My only annoying things about Apples site is that it doesn't automatically detect region when going in the store and choose the currency for your region. They should be able to do this.
