Hmmm... I don't have a problem with default apps switching on me... Perhaps your FTP client has something to do with it? I use RBrowser Lite, and I can set the default app for downloaded files. (e.g, all .cfm files open with BBEdit)

RBrowser Lite is free, but it's pretty confusing and difficult to use. RBrowser Lite user here

Download the OS 9 version... it has the house editor, and it looks like the houses work fine in the OS X version. I haven't tried the OS 9 version in classic- but I don't see why it wouldn't work.
