i guess it is already built into the Finder and OS. No pref pane, though. I think you can change with app to open with file extension thru the show info box.

Maybe Apple's changing the official term. "Maximze" and "minimize" are also official Windows terms, so maybe Apple doesn't want that. They should call "minimize" - "shrink" and "maximize" - "zoom" again, "expand" or "optimize"
