Have you considered using the terminal to destroy these pesky critters? Google for sudo rm and a possible solution should appear.

I have been getting this permission repair since the very early days of Panther. My guess is if you do a google search on "./System/Library/Filesystems/cd9660.fs/cd9660.util. New permissions are 33261" you will get a few hits.
