The "new proposal" is simply wait out the administration change.   The issue will quickly fade and be forgotten.

That's the smart thing for them to do.  A few injunctions should easily get them through the next few months, then we have a sane president again.

Your subtle distaste for the president aside, are you aware of what TikTok has been confirmed - by reverse engineering of their software - to be collecting about users?   Mostly minors?

I struggle with this.  Apple’s environmental objectives are noble, but to take credit for leading environmental change by suddenly crippling usability for the same buyers they’re bragging to seems a little counterintuitive.

We’ll all deal with it, of course, and it won’t matter to most.  But the idea of “non-techie” users havin to double-check to make sure they already have a solution just to power the device they’re buying, while Apple boasts in a marketing campaign feels disingenuous.

AppleInsider might also consider recommending regular OFFLINE backups of data your files in macOS.  (Offline meaning backups that are taken to external media, with the medium immediately disconnected from the computer after the backup is completed.)  Time Machine fits the bill here.  Even if you do get hit with the ransomware, there’s no reason to pay the ransom if you can restore from a previous back-up.
