Not necessarily that method - it could also be that law enforcement has seen offers to share via iCloud on various platforms or in email.

Example: if you went on Periscope before it shut down, and looked at the live streams there were regular repeating streams out of eastern Europe (Cyrillic countries) offering to sell archives of CSAM (CP/cheeze pizza as they refer to it) often by contact on Telegram*. Easy enough for law enforcement to make that contact and see what platform is being used for distribution.

*often flanked by youth sports streams and church livestreams.

The hash list is provided by National Center for Missing and Exploited Children (NCMEC). The images or likely just the hashes would have been provided by prosecutors/police agencies/child welfare.

The article above describes the hash algorithm. The algorithm creates a hash value. The hash value computed for the photos in the iCloud library are compared to hash values in the list.

An account is only flagged if there is a certain number of such hash matches.

Many people have done the Math. For currently available technology Li-Ion is the best option.

Synthetic fuels have a huge environmental footprint themselves, and may not be practical with droughts and and heat waves impacting feed stock and land competition for food use. 

Many companies are working on alternate battery technologies*, eliminating the use of Cobalt, improved methods of extracting Lithium (from existing brines and clay deposits) in the medium term. *Many look good on paper or in small scale production, but haven't been developed to where they can be mass produced economically.

Sometimes you need to work with the world you have while working for a better future. Or to put it another way: if wishes were fishes, Jesus would have been a lot less famous.
