    Data scraping from RTB is prohibited in the terms of use of most ad exchanges and companies caught doing this can have their access revoked by the ad exchange. Data scraping pisses off publishers and ad exchanges because they view it as a theft of value. 

    If the ad exchanges are directly involved in or explicitly allowing data scraping, they could be targets for lawsuits that force them to tighten up what they allow. There are only a handful of major ad exchanges.
