This is a classic example of the media reporting part of the story. If you go to the Absher website it is a portal to do business with the government. While one of those services are the "Guardianship" services, there are other services like registering your car, renewing your passport, and making appointments with government officials for offline services. This is probably why Apple and Google approved it, they reasonably saw it as no different as IRS2GO by the US Federal Government (https://itunes.apple.com/us/app/irs2go/id414113282?mt=8).
Do not read this as support for "Guardianship" services, just a reminder that before we go crucifying someone lets at least do a little fact-finding for ourselves to get more than one side of the story. -
Apple restores Google enterprise developer certificate after five-hour ban
Considering they were only down for 5 hours, the Google punishment was just for show, and Google probably knew it was only going to be for a short time from the start. Google came clean on their own, where as Facebook was caught.
Apple had to do the punishment otherwise Facebook could have gone after them for damages and/or gotten governments to investigate Apple for Monopolistic practices. (While both claims are BS, not applying rules evenly does open you up to the lawsuit/investigation) -

I'm currently trying out Civilisation VI's free mode. If I find it engaging enough, I'll spend for the entire game.
Having said that, I think the "Freemium" model has been entrenched for games now. It was inevitable that Nintendo would go that way. Look at the kind of money Fortnite made. That's what every game is now going to aspire to.
