I don't think they intend to, at least for quite a few years. If you look at the deal MS made with THQ just last June, they get exclusive rights to MS franchises for handhelds for 2 years (I think).
The GBA is also like the PS2 in the handheld market- it might be a POS but is selling amazingly well.
I added an afterburner to my GBA and it's amazing. I don't know why Nintendo didn't add this in the first place.
