A bug? Its like that in every OSX release. If you look at Windows, if you have a folder full of pictures or something and you resize the window, the icons inside it will re-flow to fit the window perfectly. In OSX when you resize the window it leaves gaps or icons move off-screen.

It depends on your "Arrange by" settings for that window in View Options.

This was driving me absolutely insane... but I have finally figured it out!
Follow these steps:
1. Open your window with your pictures in that are going off screen.
2. Press and hold down the option / alt key (this is important that you do this BEFORE AND WHILST doing step 3
3. On your menu bar go to View > Sort By > Snap To Grid (this option doesn't show without holding down the alt / option key beforehand)
4. Without holding down the option / alt key go back to View > Arrange By > Name
That's the only way I've sussed how to do it, and you have to redo that for every window.
If anyone finds a better way please enlighten me :-)
