When you spend thousands of dollars purchasing Mac Book Pros why does Apple put a real cheap Toshiba Hard Drive in their laptops? This is really not to tactful of Apple's part of quality control for their products.

In a court of law, this is called "assuming facts not in evidence."
Any user that demands more speed than a 5400rpm drive is going to be looking toward SSD, so there's no reason to spec anything fancy for the stock config.
If they are so good why are they only $30.00 to replace? Pretty cheap for a HD right? Even the 7200 HD is made by Toshiba.
I've been trying to find a point in your OP. I gather that you want Apple to use a higher priced HDD from a manufacturer other than Toshiba? What price would satisfy you?

Why is Apple using HD that are noisey in the MBP models for 2011.Using Toshiba and Hitachi drivers? Common all you mavens out there should know some solutions to this. I am desperate for your answers thanks How about the moderators on this forum helping out a newbie?

I disagree. Had the 500gb 7200rpm option been available in-store, I'd have gladly given up the extra storage for the speed.
This new-gen MBP replaced my original 1st gen MBP. When I purchased that machine I paid to upgrade to a faster drive (they originally shipped with a 5400rpm 80gb drive; I paid to upgrade to a 7200rpm 100gb drive). Last year I went against the advice I read online when I upgraded its drive. Instead of a 7200rpm 500gb drive I went with a 5400rpm 640gb believing comments the said because of the larger drive, smaller bits on the platter, blah blah blah, that the speed difference would be negligible. Au contraire. I noticed a huge difference in speed.
I'll shortly be replacing my optical drive with a small SSD for system and application and retain the 750gb stock drive for data, but I would strongly recommend anyone doing a BTO and not wanting a SSD opt for the smaller, faster drive. Apparently there's a hit on battery life, but I think you'll be happier with your system's performance.
When you are spending over $1000 for a 2011 MBP 13 inch and the hard drive is a Hitachi 5400 and it is not to expensive why does not Apple put a better HD that cost more than about $50.00? Take audio equipment for example the manufacturer uses expensive parts in their transistors and circuit boards when you are paying over $1000 for a preamp or cd player not crap!

You continue to correlate price with quality. It's meaningless. Do you buy Monster cables?

Again, as Tallest Skil points out, again, price is not an accurate determiner of quality. As I said in my first reply, there is absolutely nothing wrong with the Toshiba drives. They are a great value, and I wouldn't want Apple to waste either their profit margins or customers' money (by marking up retail prices) by putting in a different brand simply because it's more expensive. Apple are not that stupid.

For your information Monster cables are very expensive about $500 for interconnects alone. So don't knock it.I just sold a core 2 duo MBP 2010 model 13 inch with chirping noises now I buy a brand new 2011 i5 and the same crap again. Why if the quality control is so great with Apple!

Yes, I know they're expensive. That's not the point I'm making.

SInce I can buy a $3 HDMI cable that carries a signal MOLECULARLY IDENTICAL to their shorter, $100 cable, I get to knock them as hard as I want to knock them.

Quality control doesn't necessarily have to be great as long as customer service is. You'll get as many replacements as you need to have a machine you like, even if that means ten completely worthless and idiotic replacements because one key on the keyboard is tilted slightly (remember that uproar?).

There are so many things wrong with this post and the one that follows that it is not funny. Apple demands high-quality from its providers. That is not the same as paying foolishly high prices where price ensures neither quality nor performance.
As for your statement about Apple pre-buying, I can only shake my head. How can you pre-buy components that did not exist six months ago? For established materials and components, it would be the height of financial folly for Apple to enter into long-term contracts with one set of suppliers only to have their contractors' competition provide better products and services at lower cost.
As difficult as this is for you to understand, Apple did not become the second highest capitalized company on Earth by engaging in stupid purchasing practices.

best buy sells a $9 dollar cable that is the same as the $60 dollar one

Sorry, same.

And when the signal doesn't get there, it doesn't get there just as fast as on the $9 cable. The gold-plated tips are for rappers to tout their bling.
And I believe "Fo'Shizzle" is the proper ending for this, though my ghetto slang is not based on experience.
