Following my previous comment it looks like 10.3.1 is for windows too but hasn't reached auto update yet - if you go to http://www.apple.com/itunes/download/ then it shows 10.3.1 as the windows version that will be downloaded.

Yeah 10.3.1 on Mac showed up in Software Update (after manually downloading 10.3.0 from the Apple website).
On Windows 7 64bit 10.3.0 and 10.3.1 has to be downloaded manually.
Trying out the iTunes Cloud for purchases I already made worked quite alright on Windows, though iTunes locked up a few times (could be a network thing, my Internet has been quite bad lately).
iTunes in the Cloud for purchases so far has been great, trying to transfer files across using Home Sharing from my Mac to PC caused my router to crash a few times, the router seemed to crumble under the traffic (Level One - not a great brand).
