Barrar's bill may be rediculous, but it has served its purpose by getting him talked about...he's aligning himself with current anti-French sentiment in a way that (I imagine) he hopes will be remembered through to the ne3xt election. It's pretty clever really, because its unlikely to alienate too large a portion of his electorate in the same way that taking a strong stance on - say - gun control or abortion might do.
Of course, he could just really hate the French...
