It looks like that was done in the darkroom, not in the software. BUT, if you want to fake it in Photoshop, all you really need to do is to scan the entire negative (that's what the numbers and triangles are from), and then feather the edges...
Can't you crop out the photo, save the border with a transparent center, and use it as a mask for other photos? It's probably what the photographer did. Creating something like that by hand is near impossable.
Stroszek and Ebby are correct. The original derivative of the border was created for the traditional darkroom printing. Quite easy, actually. Whether as 35mm, 6x6 or 6x7 and etc., all you have to do is to file the edges of the negative carrier (holder). That is why you see the triangle and numbers. Nornally, the negative carrier crops the negative edge information out. The triangle are the frame markers and the numbers that follow are the frame numbers for ID. The more rough metal file you use, greater the "etched edge" effect you get. Because it is very pleasing, third party plug-in have been made to mimic the effect.
If you are having problems with the plug-ins due to incompatibility of OS X, then you can easily crop into the image. Since your sample image is all black, along with black bordering before the final etched edge effect, it is easy to marquee actual photo image, then crop, then save your remaining, which is the outer border and save as a layer for all your horrible images so that it looks a little better.
Take your photo......from menu use select. Under that menu choose all. Then in the same menu select to modify/border. Choose like 20 pixel or so to start. It should make a border around your photo. Then choose to clear...make sure your choice of colors is white.
It should be close to what you are looking for. With it still selected you could even blur the edge some if you want.

I just think there must be some applications or some kind of filter that adds these borders to your picture.

You can buy filters for use in Photoshop that will give you many different edge treatments.
Unless you want to spend the money, it's really not that hard to make an Alpha mask from this one and use it on other photos.
