In fact, Google has annoyed many users (such as YouTube users) by requiring them to sign up for Google +. I think part of the reason he get fired is there are so many YouTube users' complaints.
I agree that forcing Google+ on users in an attempt to make us use it as much as Facebook and Twitter was annoying.

ETA: There's an article over at Ars that may shed some light on Gundotra's departure. Briefly, Google is possibly going to end the forced Google+ integration, and also move 1k+ employees from the Google+ experiment into the Android platform work. When setting up new Android handsets you have to be pretty attentive to avoid Google +.
