1) Already replaced the battery themselves.
2) Signed up for a new 2 yr. contract last year or will be doing so this year and will therefore not need a replacement battery.
This will matter most to those iPhone owners who can't afford to upgrade their phone (AKA, teenagers).
While I'm in the correct time period, my iPhone serial # doesn't qualify. But my battery life is indeed far less than when the phone was new, although it's not doing the "dies at 50%" thing that other posters have mentioned. My 2-year contract will be up right around the time the new iPhones will be available, but if Apple had replaced my battery, I probably would have waited another year to replace it. Aside from screen size, I'm not expecting anything so miraculous in the upcoming iPhones that would cause me to feel like I had to upgrade.
Yes, this is veeery strange, isn't it. Same with me, my old iPhone 5 I have in my closet as a backup for my 5S is also eligable for a battery replacement.

No surprise, the 5 I bought for my daughter is one of those affected. No surprise, the replacement process is limited to the US. No surprise, I have already replaced the battery myself.

I just got mine replaced today at The Grove in Los Angeles. The "genius" told me that I was his first battery swap. There was a laptop on the table with a browser open to the page where you enter the serial number and confirm eligibility for the free swap.
Be sure to back up your phone before going to the Apple Store. They told me that they will "attempt" the battery swap in-house, but if it fails, they'll give you a loaner phone, wipe your iPhone memory clean and send it out to be serviced. They had me come back in an hour for my phone and there were no issues.
On a side note, I saw Jason Schwartzman(Bored to Death, Grand Budapest Hotel) waiting for his MBP when I returned for my phone.

I, for one, am not lying about my issue. I started noticing decreased battery life about 8 or 9 months after purchase. During heavy use over the 2013 Thanksgiving/Christmas holiday season, its capacity diminished greatly and by the time I addressed the issue at the Apple store I was 1 month past my warranty. By then my percentage would drop from 40% to 15% without warning and sometimes would be at 30% and after 1 picture, would shut down. The Genius told me if I had brought my phone in for testing/benchmarking prior to my warranty expiring, I would've had a good case for replacement.
After being disappointed with that experience, I'm glad this program was initiated.
I read about this program here last night (Friday). Setup a Genius appointment for today (Saturday). Get to the Apple store in the afternoon and they are out of batteries. The Genius tells me they only had a three batteries and they ran out early this morning. Wish I had known that before I drove one hour to the store. So they back order one for me and will call me when the batteries arrive. Then, I have three days to come back to the Apple Store. I am the fourth battery replacement they have on back order today.
