Apple already sucks down 16.5% of the market, and next year that figure will climb to a whopping 25% of the market. There are already shortages of server and desktop class RAM, and Apple's consumption will only make things worse (I suspect it'll even begin to affect mobile DRAM for less important customers) Micron alone is going to dedicate about 75% of total production exclusively to Apple.
When you look at that data, as well as the fact that Foxconn and Quanta can't build the iPhones fast enough as is, I think they went with 1GB as a compromise, since the chips were likely more readily available.
In reality, the DRAM guys need to increase production capacity, but like any business they're loathe to do that unless they have to (Samsung and SK Hynix are adding production lines next year...for Apple use only)

But the iPad has seen significant short term redesigns, it's not like the iPhone where a case design lasts two generations/years. We had iPad, which was then signficantly redesigned for the iPad 2, and then again for the iPad 3. The iPad 4 reused the design with a slight tweak to the connector port (probably just required some tweaking of the milling machines), and then the Air got a total redesign again.
So, in actuality, since the 3 and 4 were both 2012 designs, the iPad has gotten a yearly case redesign since launch. And if the Air 2 is really .5 mm thinner, it'd probably be reasonable to treat that as an all new design.

I'm in the happy position of owning an iPad 2. I really want a larger iPad, but even if Apple only upgrade the Air, it's going to be a huge boost over my current iPad. The only frustration if they don't release or announce a bigger one is that I know they probably will next year.

I would, but the additional display size called for the higher res display and pixel density when going up, the stabilization in the camera doesn't seem to be so great that I can tell the difference without videos being side-by-side, and the battery does last longer but it has the additional volume. Don't forget that there are negatives, too, like size, weight, and downscaling. Add up I consider the pluses to be minor overall.
That would mean Apple will change the size of the elements if they are going to deviate from their point system. My guess is they won't do that if they are keeping the display the same size. Now this mythical 12.9" iPad which could do side-by-side ?7.9" windows is a different story, but the current rumour is that won't launch this year.

If Apple goes with 3x at 396/401 PPI on the iPad air 2 , a 40 points button will still appear the same size on the display. It would be essentially the same thing as the original 1x->2x transition, as the resolution and density would increase by the same factor.
