Presumably Foxconn will be on the hook for that plant should the Indian government suddenly change their tune and confiscate the facility for whatever reason.

Typically used equipment have not been allowed to be imported to India in the last few years and the laws have been made much stricter, as those provisions were taken advantage of by unscrupulous businesses to dump electronic waste from the developed countries in india. They can get it processed in india cheaper, but a lot of environmental issues arise (like mercury or lead poisoning etc.).
So, this is more a case of Apple not being given an exception, and it is fair considering none of the other companies are allowed to import used phones either.

Perhaps the plant is greasing the wheels for Apple to sell used phones. Would be awkward to have a plant full of Indians unable to afford the product they are building.

You seriously think they will find the labor with the requisite talent, in sufficient numbers? Not to mention the fact that all the component supply chain is located in Asia, and would have to be individually shipped so as to assemble in the Americas?

This reminds me of when there was a big flood in Thailand. It affected hard drive production across the entire world since 25% of the world's hard drives are produced in Thailand.
Why? The supply chain is set up in Thailand. There are ENTIRE FACTORIES that make a single part... like the tiny springs for the suspension inside of hard drives.
Many US-based companies are already set up for physical production in these non-US countries. And not just components... but tens of thousands (or millions) of workers are there too.
