The iBook doesn't write at 16x speed, even though that's the stated spec by Apple. Mine tends to either write at 4x or 12x, depending on whether the drive is spinning quickly when I click the "Write Disc" button. Normally it goes around 8x at the beginning and 16x near the end.
It's an issue that Apple is aware of and they claim to be working on a fix. Until then, I just have to keep inserting the CDR over and over again until it behaves the right way to burn quickly rather than slowly.
