How do we know this? I have not seen any so called reporting on this subject. Nice theory you have, would not put it past people in the government to do something like this, they plant ideas all the time with the media so they go off running with the story.
However, Tim Cook came out and said he was the source Bloomberg spoke to, Bloomberg said they talk to people inside Apple never said who, well we now know, they did not want to say it was Tim and then have Tim come out and deny their story which he did. You can assume Bloomberg knew it was true and thought Tim was lying or covering up or they knew their story was not real and still went ahead to published. You have to resolves these two realities and decide who is far more creditable in this case. I settle on one fact Bloomberg can not product the chip or a picture of the chip, if they had this no need for announce government sources.

And, aside from pointing out that it took place during the Obama era...
It also took place while Apple (and others) were using Amazon's AWS for some of its iCloud services. And, the story points the finger very directly at Amazon. So, Apple and the others may very well have been victims -- even if their own equipment was clean.
As I've said: There's more to this story than the overly simplified black and white, good guy / bad guy stuff.
