I've made this argument before, but it becomes more plausible every day: People are shedding the copper POTS (pain old telephone system) in favor of wireless communications. For these individuals and families, reliable communication capability is a "need," and not a "want." The need doesn't have to include magnificent cameras, outstanding web surfing, etc., but does require the basic capability to communicate clearly and reliability.
Currently, this need is being filled with the cheaper (and reasonably reliable) Google and other Android phones. However, these phones. along with tablets and laptop equivalents, lack the synergy afforded by Apple desktops, laptops , pads and phones.
IMO, there's a clear gap that Apple can fill with an "entry level"phone.
