    I really don't see the advantage of what France would like to do unless the whole point is wanting to personally identify the contacts and maintain a government record of it. it would certainly not be more private than what Apple/Google are designing. I don't know if the French citizenry will find that less private method acceptable or not. I know some large number here in the US wouldn't.
