I think Expose confirms that Apple thinks multiple desktops are inappropriate for Mac OS X, so I wouldn't hold your breath.
To me this is like saying that because you can get to any window by control clicking in the dock you don't need expose. Just because you have one organizational scheme doesn't meen that others are not useful. Care to explain?>

Apple likes to introduce a well-thought-out, well-polished solution for a UI challenge or problem, instead of mutliple solutions. Exposé is their solution for aiding in window management. Virtual desktops would be another solution. The two could complement each other well, but in some ways don't totally comfortably mix (e.g.would Exposé bring up windows from other desktops, or not?)
I'm not saying that virtual desktops aren't useful, but they're an advanced concept, and have their own set of pros and cons. So it does seem unlikely that Apple is going to implement them in the immediate future. Who knows -- if enough people request them, that may change.
There are plenty of shareware programs that give you multiple desktops in OS X. If you really want them (and I believe it is a small minority that REALLY wants them, as many don't even know what that means), you can get one of those.
I did get to use multiple desktops on a 21" CRT monitor in my Java class. Having 4x21" monitors is pretty awesome. But it wasn't THAT great. It seems like the sort of thing that Apple would leave to third party developers.
I have heard that the process of how a Sherlock channel is constructed -- which will almost certainly affect the speed -- is currently under a (much needed) major revamp.

Hopefully the Help system will be killed (die, die die) and rebuilt. They're just webpages so maybe they can just redirect to Safari.

Well, the Help Viewer itself is pretty basic app it seems. If they just re-link it to WebCore and JavascriptCore, that's probably 80% of the problem with it taken care of right there. Add the new SearchKit SDK like everything else in Panther, and you've fundamentally imporved the Help Center, unless of course they're planning to add help features beyond html "books." I always liked the old Apple Guide that could walk you through something step by step, opening windows in other apps, circling key content while it exlpains it, etc. (Just imagine what can be done with Quartz!) But my understanding was that Apple dropped it because developers complained it was a pain in the butt to implement, so I'd be surprised to see anything that helpful coming out of the Help Center again.

I can imagine. HTML pages would be simpler to implement if Apple would offer templates to maintain consistency. Maybe QT movies, via Snapz Pro, can work.
Hm, your QT idea is intriquing. They could do sprite-laden stuff sort of like the Expose (too lazy to dig up the accent on my PC) movie in their Panther preview.
Apple can't seem to settle on their own standards for these manuals, and why they don't integrate their PDF manuals and their Help Center manuals is curious to say the least.
I would think the inclusion of X11 in Panther would greatly help the multiple desktop/workspace needs of those users. PErhaps Apple or Darwin/Scourgeforge/whoever could do a little number here in that windowing system?

Clearly the normal and sensible behavior would dictate that Exposé show windows from the current desktop, not all desktops. The whole idea of multiple desktops is that windows live in separate work spaces. The reason for Exposé is to help the user manage windows in a workspace. You could have a key combination to show all though.

I've used it when I want to print two sided on a printer that doesn't do two sided native. Print out the odds, flip them over, print out the evens
