I think they'd be anodized, yes. Anodizing adds a major bonus to the aluminium: resistance from corrosion. I'd say they look yellowish because they're old and not cleaned; I'd see no point in making it look slightly yellow.
The color thickness is only about 20 µm (this is the anodized coat). But it's actually see-through, and that's why it keeps looking shiny. But it doesn't fade.
Depends on the color.
Most all dyes are organic compounds and will break down over time if exposed to UV-light (as you can witnes on a lot of climbing gear). However, I think it is unlikely the mini-pods will see the light long enough - after all they usually are kept inside pockets.
