Yes, I believe that in WWDC Apple will announce the release date, which cannot be later than the end of June.
I was really hoping for a March or April release, but it looks more and more that it's going to be released at WWDC. I did see the other day that Micro$oft has plans to ship a 64-bit version of XP sometime in May, but I don't think it would cause enough concern to bump the release date up. It appears almost certain to me that Apple will have Tiger available at WWDC...
Um, why not? It's where Panther, the Powermac G5's, and the aluminum displays were announced...
Well if I was a developer I would have been working on it for two years and would want to know how many users were using it - a release in April would allow the Developers to judge initial take-up. That's the reason I say it; it has been done before as you say.
And if you go over to Amazon, there are a bunch of books covering Tiger scheduled to come out in the beginning of April...
Not to mention that late last year, Amazon showed a release date of 3/31/2005 for Tiger (which was quickly yanked). Although if Apple was planning to release Tiger this month they would've probably made an official press release by now.

I want to see it by April. But if I'm honest anything up to June wouldn't surprise me. I just can't wait for the new features that Tiger will bring.

Well whenever it's released they're surely going to talk a lot about it at WWDC.

Ummmm I have ordered a Mini, it ships March 21, If the new OS comes out 10 days later, can I get a discount? or get it included? I mean 3 days after getting a unit (I say three days because it will arive 5-7 days after ship, or so they estimate.), the OS would need upgraded at full cost to me? I dont think so!

I believe if you purchase a new computer within a certain period of time before the release date, Apple will generally provide an update disk at minimal cost. I know they did with Panther at least. I'm not sure if that's from date of purchase or date of shipment though. It's the gamble you take when you buy new hardware ... you might want to call the Apple Store and find out from them what OS will be installed on it and if there is a grace period though ... hope you don't get burned \
Also, there are links (that don't work) referencing Automator Actions, Dashboard Widgets, and Spotlight Plugins to be downloaded on Apple's website.
Hmmm ... \ I think Apple is toying with us! The links to the new Tiger features don't work! I'm beginning to think I might be wrong about my earlier prediction - Tiger may very well be available before the end of April. Truth be told, though ... with Apple, anything goes. I wouldn't be surprised at all with a release between April and WWDC in early June ... at least it gives us something entertaining to speculate on between now and whenever it comes out...
I would want Tiger out before XP 64 bit if they are sure it is stable enough to release. That way you can steal thunder from MS since it is like they are just releasing Panther when Apple is releasing Longhorn.
Steve should then get on every news channel and brag like it's 1984, or something like that.

When Panther came out they didn;t give people the option unless it was after the countdown began. When did the countdown begin for Panther? It was a while.
With March well on its way and the number of issues reported in recent seeds still quite high in numbers and severity, we are starting to wonder whether Apple can make it before the end of H1 2005. Recent reports mentioned a beta release of Tiger out by mid or late April.

Yeah, I saw this one and it surprised me a little, although I did not expect Apple to release Tiger before the last day of June.

Talk about buzzkill.
Seriously, tho, I am new Apple owner... Is this typical of Apple, to make changes to the website (or other such actions) months prior to a release?

10.3.0 was buggy. And you still shouldn't use FileVault with some drives. I think Jobs should miss the target and bring out a bug-free! OS. If Tiger is crap it will be mocked by the entire Windows world and will piss off all the user base including the recently switched. We do not want another 10.0!
Edit: Although missing the deadline is very Microsoft. It really depends on the bugs! If it works like it did at Macworld don;t release it. I want my pictures added to iPhoto and I don't want spotlight to crash.

Why announce an OS at a developers conference. They know all the features already. They've been developing on it for years.
