10.3.0 was buggy. And you still shouldn't use FileVault with some drives. I think Jobs should miss the target and bring out a bug-free! OS. If Tiger is crap it will be mocked by the entire Windows world and will piss off all the user base including the recently switched. We do not want another 10.0!
Edit: Although missing the deadline is very Microsoft. It really depends on the bugs! If it works like it did at Macworld don;t release it. I want my pictures added to iPhoto and I don't want spotlight to crash.
hasnt apple relesed 2 builds since the macworld build, that build is now old, and thus some if not most of the bugs you mention could be fixed by now - let alone by release time.
I noticed only one bug during the macworld keynote, when steve couldn't get out the quicktime fullscreen mode (and he was not supposed to go in that mode). The rest was just some normal warnings when apps are launched for the first time, as we can see in panther.

nope. He used Mail and clicked add photos to iPhoto. Then iPhoto opened and the pictures weren't there. Jobs said, 'and the photos will appear in iPhoto, should appear in iPhoto'
FWIW, I was told that the latest developer release was so buggy that it wasn't worth sending one out to me (I'm beta testing a third party app). This was a week or two ago.

If thats truly the case, why are they fucking around and releasing packaging material? That kind of move suggests things are moving well.
It's just normal beta ups and downs. You fix one thing, break 5 others. Good news doesn't suggest an imminent release date any more than bad news indicates major delays.
The only packaging designs I've seen have nothing to do with what's going on with the OS. They can design the fronts for the next 10 major releases of the OS now and not have a clue about what's going on the sides or back, or in the box for that matter.
It's like they want to keep the option to drag in or remove features as long as possible. Has it something to do with the Longhorn-beta ? See how that develops and then anticipate ? Or maybe a hardware thing they're still not sure it will make it in june ?
