It's not the client version of Tiger still under dev... that HAS beed declared GM... it was (is) OS X SERVER (10.4) that is still finishing-up. I can only assume they are trying for a simultaneous release of both (?).
While you might be right, the simple fact is that Tiger has not been declared GM; which is something only Apple can do. Rumor sites can say it and they can back up whatever they are saying (on any particular day) with seemingly logical arguments, but that doesn't make it necessarily true.
We go through this every time.
Go out and enjoy the Spring. Apple's Tiger will pounce when it is ready!
