I don't know about Blade owing a debt to Masamune Shiro or Mamoru Oshii, but I know for a fact that there are numerous scenes that were lifted wholesale from Blade (although improved) and retooled for use in The Matrix.
You would realize the movie is utter crap if you had read the original Isaac Asimov book.
I read the book a long time ago, but I remember it being interesting, but non-climactic. As it was framed as a non-fiction history book, this is to be understood. It would have been a difficult sell as a major movie. The book and the movie share very little, except for a name and the idea that robots rule the future.

Very few movies are great representations of their respective books; it is hard to make it all fit into 90 minutes. Also, what sells a book may or may not sell a movie.
I BTW loved I, Robot and think it's a great movie.
Millenium Man is another great movie about personal assistant robots; Robin Williams is great as the robot.
