Actually, they "stole" that feature from OmniWeb. Who borrowed it from the Finder, so I guess they're even.

I guess that feature's to make you not scroll too far on long pages.It's really annoying if you have your middle button set to option-click and click the scrollbar to "scroll to here".

And in the dock, control-shift-minimize would make it go even slower. Doesn't seem to work in 10.2 tho.

If you have a very large document that is wider than your screen, you can hold shift-option and use the scroll wheel to go sideways.
