Could AT&T's 4G (3GPP HSPA+) network roll out be the culprit?
iPhone 3GS and iPhone 4 owners know the difference between theoretical and actual download speeds: AT&T HSPA. Next up 4G.

Just get the iPhone 4 contract-free then you can always sell it off if the iPhone 5 is killer. iPhone 4 is a big jump from the 3GS, trust me.
