WindowshadeX by Unsanity has the option to, instead of windowshading, making a window translucent when you double click on the title bar. You can even set the opacity.
Any window can be transparent or translucent. It's just a matter of developers and users seeing an actual need for transparency, and then implementing it as a feature.
