Can someone confirm the issue is only associated with OTA upgrades? Would restoring via iTunes fix the cellular connections? BTW, the touch ID sensor still let you use "reachability" mode, but would not read your finger prints.

I should've waited for the feedback prior to installing. Having same issue with iPhone6. No Service with AT&T as well as touch ID is dead. Only Wifi works. Perhaps, carriers need to also upgrade for compatibility?
