presumably, they'll use EFI. How Apple plans on keeping people from loading OS X on run-of-the mill PC hardware is anyone's guess... The built-in DRM on new Pentiums is a likely method.

I think the possibility is strong that Apple will revamp their flagship lines first-- the Powermac & Powerbook, simultaneously. That makes the most sense to me. Also, expect a name change... "Power" doesn't mean what it once did...
