Does this process violate Apple's terms of service for MacOS if you use an external drive not manufactured by Apple? Not saying that should stop anyone from using this procedure even if it does violate TOS, but it might be nice to know.

To be fair, there's nothing inherently wrong with chip binning. It allows the manufacturer to use "imperfect" chips for other purposes, mitigating some wastage.
