It's not just the technical issues involving both the user apps and the iCloud servers, it's also the cost of providing the services. If I were Tim Cook, I would publicly ask the EU how exactly the EU expects Apple to collect money from the companies (and from the users of non-Apple devices) who use iCloud servers to process messages and data.
Also, this looks like an illegal subsidy to me. Doesn't the WTO get involved to resolve disputes on illegal subsidies?

Actionable SubsidiesA subsidy granted by a WTO member government is “actionable” under the Agreement (again, certain exceptions are made for agricultural subsidies) if it “injures” the domestic industry of another country, or if it causes “serious prejudice” to the interests of another country. You are neglecting the fact that should side loading be allowed on iOS, companies like FaceBook would insist that any software developers who want data from FaceBook would be required to make their app "require side loading." That way FaceBook gets more data. And with a majority of software switching to side-loading to become more profitable, everything would have to be side loaded.OutdoorAppDeveloper said:
Allowing jailbreaking does not weaken iOS. It strengthens it. Currently jail breaking is possible in older versions of iOS. That's really bad for security because it means that apps the user downloads from the official App Store on those devices have their personal data exposed to other apps. With the method I propose, it means that side loaded apps would not have access to any secure information. Users would have to manage security on their own (or with third party apps). A jail broken iPhone would be exactly like a Mac Book, Windows PC or Raspberry Pi when it comes to security. -

It took them about 11 years to build the replacement for the World Trade Center, but it took about 11 months to build the entire Empire State Building, using far more primitive technology. I think that illustrates the problem that Apple faces today.<-- One World Trade Center Timelapse
