But why would Apple be announcing their product so early? What's compelling them to do so? Apple is the last company on the planet to reveal product they are building, even if it's publicly leaked. 

I am still wondering why Apple developed this feature? I don't see any other reason than a requirement/request from the government. 

I don't think that this ever happened. Elon wouldn't want to take on the entire responsibility for Apple, given his already busy schedule and his focus on spacex. From Apple's perspective also, I think Tim knew already that having Elon report to him wouldn't work. So unless Tesla was ready to sell itself to Apple without Elon, it wouldn't have worked.

Though there are some very valid reasons for Apple to keep upcoming product details a secret, I have always wondered if this actually helps Apple create a hype and anticipation amongst people before the launch, hence giving even more attention to new launches? Some people say companies leak some details on purpose to create hype.
