I suppose the more paranoid conspiracy theorists might suggest that the FBI knew exactly what it was doing when it instructed the San Bernardino authorities to change the iCloud password. That way, they could then say that only Apple can get the info on the phone, and thus set a precedent for required backdoor hacks.
