An app that causes overheating is most certainly draining that energy from your battery. But the opposite isn’t always true. Just because an app uses a lot of battery it doesn’t necessarily cause overheating of the device. -

battery drain = heat generated
Apple has focused only on the latter because here we are talking about the “perceived” overheating. A slow, continuous but excessive power drain would most likely not be noticed as overheating by the user. -
