    I would like to know what happens if I try to send money to an iOS 11 user who doesn't/hasn't used ApplePay. 

    In NZ there is only one bank that does ApplePay so the odds of the recipient not having ApplePay are reasonable.

    In short, Daniel Eran Dilger is right. Apple's best days are ahead of it. They have always made (and will continue to make) a few minor mistakes here and there, and correct them (sometimes blindingly fast, as in iPhone 5c, or culture-fit hires), or they might sink resources on something that ultimately isn't timely for the market (Pippin, Newton, eMate, Safari Pad, iCar) but to such depth that existing products (Mac Pro) get belated makeovers, but they do pick their priorities (iPhone) right that earn the money needed to fund the R&D and acquisitions that matter.

    How come no one is asking the UK government why they didn't stop that idiot a year/6 months/a week ago?

    The UK is already the most surveilled country in the world with the possible exception of North Korea. NK relies more on human assets of course. 
    As other posters have noted, they are simply trying to frame the story away from their own incompetence. 

    The biggest problem facing most intelligence organisations is how to sort out relevant information from the incredible amount of data they take in.
