Apple doesn't clutter up its product line with needlessly-overlapping models. They did in the past (during the 90s) and learned a hard lesson that it only adds work and confusion for everybody, from Apple's own hardware engineers, to retailers, to developers, to customers.
For good counter-examples, see Creative, Sony, Microsoft, and to a certain extent, Linux.
The iphone tablet is for people who want to consume media i.e like the current iphone or ipod touch. We use it to watch tv, films, listen to games, play music. The iphone tablet will allow u to do this on a bigger screen.
the mac tablet is a content machine (bigger screen than iphone tablet). You use it like a mac - producing content e.g writing essays, editing movies etc. So it uses a mac osx tablet that has been customized for a touch interface.

The iPhone is already a mini-tablet IMO. I'll still see if the tablet is nice to warrant a buy for me.
