If this is exactly the same as the GM, which I believe it would be, then the proximity sensor has not been fixed. In fact, I think it is a little worse than the 4.1 beta 3.
I noticed this too.
Running beta 3 I had no issues whatsoever with the proximity sensor but after going to the GM build the issue had returned. Having been through all of the previous betas I knew that when going to the GM build it is always best to restore but I couldn't be arsed this time.
The fix:
Now, rather than go through a full restore I just reset all settings and voila, the sensor is now working again. All I can assume is that the iPhone was holding onto a setting from the beta.
This iP4's camera capabilities are getting closer to those of my Sony compact for general snaps.

If I had been asked, I would have said don't upgrade to 4.0. I researched the process for returning to 3.1 but decided that it was too risky. I trusted that Apple would fix it, but they did take too long. I also reasoned that I would soon buy an iPhone 4. I don't know if millions had upgraded and were just limping along with that defective version of the os, but there must have been quite a few people like me.
Messages still get stuck in the Outbox when e-mailing photos.
Do you have two different gmail accounts set up in mail? Perhaps one for exchange and one for syncing notes? That's what caused that issue to happen for me. Deleting the IMAP (note syncing) gmail account fixed it for me. Exchange is good enough for me.
I think that I will stick to 3.1.3 on my iPhone 3G. I had to downgrade from 4.0 because we all know how 4.0 was awful on the 3G. So, until I see a few comparisons between 3.1.3 and 4.1, I won't upgrade. It is expected that 4.1 is better than 4.0, but it's really 4.1 vs 3.1.3 that really matters.
And please, spare me the "but 3G specs are not high enough to handle iOS4+." I mean come on, the only thing that the 3G got is the folders. Don't tell me the 3G is too old to handle that.

I don't need the folders, as it takes no time at all to scroll over to the screen you want and activate it directly, plus you get to see the app itself, not some made-up name for a folder, which you will have to memorize to know which apps are inside - I find it needless fluff. Also, if you don't use multi-tasking that much, if at all (I rarely do), then the whole update from 3.1.3 is pretty much a waste of time for 3G, unless I'm forgetting something.

I totally agree with you. I prefer the scrolling. and my Spotlight only searches for Apps. So if I'm lazy and don't want to scroll, 3 letters are enough.
So I think that I'll stick to 3.1.3 on my 3G unless there is a huge security threat that I can't avoid or all the reviews says that it's worth it because 4.1 is comparable to 3.1.3
So i upgrade my iPhone 3G to iOS4.1 and when i open my camera, 3/4 of the pictures are just a big black box. i can click on it and the pictures will open but after a certain point in my pictures the rest is just a giant black box. FML APPLE, DAMN YOU!

Proximity issue is fixed, at least improved significantly, haven't had any issues yet.
Love the HDR photos, and yes it is a bit slower.
Game centre should have facebook connection... Same as ping.
Bluetooth is working great
Once i plug my phone, the amount of time it takes to tether is reduced.

The display STILL comes on unexpectedly, and my cheek will inadvertently depress the "Mute" button, and the caller is saying "hello? can you hear me?"
