It's not about skin color, it's about who you know (as you noted) and it's about money. When you have money and know the right people, skin color is completely irrelevant.

The biggest difference money & connections do is scare racists into being more subtle with their actions. It's easy to openly harass a poor black / Latino kid who lacks the funds or connections to do anything about it. Racism becomes more subtle when you have a wealthy, well connected person of color that can quickly contact media outlets, good lawyers, etc.

I know a young fair skin Latina that went away to college, and the white students assumed that she does drugs, and when she said that she doesn't they then asked if she knew where to find some.
