As the low-hanging fruit is conquered, technology gets more complex, and in same cases that means more expensive for cutting-edge, top-tier offerings. How come cars keep getting more expensive every year, despite combustion engine automobiles being old technology?
The lower cost iPads are more than enough for many of us. I have not come to any limitations on my 2017 that cost $249 on a 2017 Black Friday deal. The base model is a sweet spot at regular prices, a giveaway at sale prices.
It makes little sense to expect iPad Pro specs in an introductory level priced standard iPad.

It is not practical for me to sacrifice the lightning port for audio output. By having both lightning and 3.5mm there is no need to introduce any additional hubs or interfaces to get my work done on the go. That’s just how simple it is.

Probably more important to the 'Budget' iPad than what it will do for individual consumers is how it will deal with the epidemic of Chromebooks in schools. Essentially, Google is crushing Apple in that arena and, like McDonald's Happy Meals, indoctrinating young people into its ecosystem early on.

My hunch would be AP1, unfortunately. Hopefully we'll be pleasantly surprised. Apple seems to only 'push' things across the line like that when they are trying to remove/change stuff under the moniker of 'advancing technology.' When it's a differentiating feature (like up-sell to the iPad Pro), then they won't put it on the 'lower' model.
I am slightly annoyed at the lack of a headphone jack in the iPad Pro, and wish they kept it. I just bought some soft silicone “sleep” headphones for use in bed with my iPhone and precious iPad Air 2, and will probably keep the latter around for watching stuff in bed for that reason alone. I got a USB-C adapter, but obviously switching adapters for both devices would be a pain and defeats the point of the lightning headphones I just bought. Before you say AirPods, I plan to get v2 but not for falling asleep in, or I’ll be searching for them every morning.
This is also one of a few reasons after gettting my iPad Pro following my new MacBook Pro that I want the iPhone to move to USB-C — in addition to one charger to rule them all.
which sleep headphones did you get? i’ve used my APs and they’re great, i’m not often unable to find them in the morning. but the problem is the consumable nature of batteries. between work calls, the gym, and nightly use they are toast. cutting bedtime us may help (or i just accept they won’t last more than 2 years, similar to how pricey running shoes get used up).
I did a LOT of digging and these were the smallest/softest sleep-oriented headphones with Lightning. There are several similar ones in various colors for about half the price with a regular 1/8" jack if you have an extra adapter sitting around — initially I ordered one of those by mistake and returned it in order to get Lightning built-in (less things to catch on/disconnect at night). I either often fall asleep to watching something or listening to my "white noise" generating app on either my iPad Air 2 or my iPhone, and the EarPods aren't very comfortable when pressed up against a pillow. These don't sound amazing (tiny drivers) but they're totally doable for what I need them for.

If this is your primary use of your iPad, you should just get something like this — MIDI, audio, and power all over Lightning:
I already own one and it works great. The only limitation is that it only accepts 5 pin DIN MIDI input. Most controller devices presently being made have USB only output.
Unfortunately that likely means no USB C, but the advantages of Touch ID+still have a headphone port will keep the iPad being more Pro than the iPad Pro, hope to see other good decisions in the iPad.

No doubt... unfortunately, I don't think at Apple it is a good decision, just lazy at the lower end of the lineup. So, I'm sure they fully intend on eventually ruining that some day soon. It just buys a couple of years.
