The conversion explanation is a good one. I know the USA is largely and invisibly metric, except for mapping and such, but I rarely encounter Celsius. I hadn’t considered that the weather services might be using it behind the scenes and converting for Fahrenheit using Americans, but it makes sense. That’s how a lot of things are actually done (using the better system behind the scenes, and converting for end users and the bulk of society that refuses to adapt).
The fact that some users see 69° suggests what I’ve guessed for some time: Apple uses more than one data source for weather info. Weirdly, it seems to differ from widget to app, and from OS to OS (which you can see when multiple devices and apps/widgets show different values at the same time).

Given the behavior, broad swipes and distortion surrounding many things labeled woke or social equity, his question is quite reasonable. Growing up in the US I tend to think in English imperial units for day to day stuff but I would never use anything else than the SI system in a physics or engineering calculation. The only time I use English units in engineering is when doing PCB layout since there is a convention of using mils. I was amazed that NASA used in English units for the crashed Mars Climate Lander in 1999.

If a conversion rounding error is what’s happening I think it depends on how the data is being downloaded. If it’s being rounded/truncated to the nearest whole degree then it could easily occur. If they are downloading in tenths of a degree or even half degrees then the conversion would hit every whole degree Fahrenheit.

It’s more like Europe saying England should drive on the left side of the road, and there are very real reasons to convert - aside from the metric system being infinitely easier to learn and use, it makes international commerce much easier. As a practical matter, most manufacturing already happens in metric anyway.
Funny... I started using Dark Sky because Apple's weather app forecasts were a total joke. Dark Sky was freakishly reliable and became my the only weather app I needed. Then Apple bought them and forecast reliability has gone down hill ever since, and now we're back to joke status. In fact, forget forecast reliability: I can't tell you how often Dark Sky is wrong about the weather happening right now. RIP for a once great weather app... in a way, it's best that Apple kill off the name entirely, lest someone confuse it with a weather app that used to be fantastic.

I don’t believe it is a conversion issue. All weather models give temperature output in tenths of degrees Celsius. It would be a serious programming error to first round Celsius to whole units and then do the conversion.

This is really tiresome, you know? Are there tiresome people who take "wokeness" to a tiresome extreme? You betcha. It's even more tiresome, the people who have made that and other related concepts into full-on boogeymen (boogeypersons?), seeing it everywhere where it actually isn't, so that they can play the enraged victim. These things are just wedge issues that Machiavellian political operatives cook up to invigorate voting blocs. It's a crass manipulation. They elevate marginal cultural irritants to become enraging focal points that motivate some voters to look past more important things to act and vote in ways that, in a more rational calculus, would not be in their self-interest. As a result, we have groups of people who profess that they're pro Constitution, police, the flag and law-and-order, literally using the flag to beat police into submission in an effort to stop a fundamental constitutional process because they're worked up about "wokeness" and such.
